The name of Cassel is well known to the Coloniel Office, in connection with concessions in Kuangtung. What follows is very Confidential. He is at present in Chine and in connection with attempts which he is making to obtain control over iron mines and works at Hanyang represents himself to be the accredited agent of British financial interests. I am informed by Ede that Cassel

I very much desire to know the truth of the matter and
I should be very grateful if you would find out privately from the Foreign Office whether he has any right to do so. As Cassel's character is not altogether unquestionable
his proceedings are leading to a lot of suspicion.
